Focal Point Meeting – Recommendation (EU) 2022/758
On 14 July 2023, the Romanian Institute for Human Rights organised the first meeting as a Focal Point under European Commission Recommendation (EU) 2022/758 on protecting journalists and human rights defenders who engage in public participation from manifestly unfounded or abusive court proceedings (‘Strategic Lawsuits Against Public Participation’ – SLAPP).
The Recommendation covers all types of cases (civil, criminal, administrative), both at the national and cross-border levels, and complements the proposed Directive. Alongside representatives from institutions, civil society organisations, and lawyers, elements such as the definition of the concept of strategic lawsuits against public participation (SLAPP) and the responsibilities of the Focal Point were discussed. This includes informing stakeholders on the content of the Recommendation and collecting data on such actions. At the same time, the Institute highlighted the importance of conducting awareness campaigns at the level of journalists, civil society organizations, and the general population regarding the Recommendation. This aims to bring to their attention the support measures that are being considered.
Additionally, the proposed funding opportunities by the European Commission to support activities related to SLAPP were presented. These fall under the ”Citizens, Equality, Rights, and Values” programme.
