Round table discussion on European and national policies in the field of institutional resilience
On 14 July 2023, the Romanian Institute for Human Rights participated in the round table discussion entitled”Presentation of European and national policy analysis and measures on the operationalization of the concept of institutional resilience, governance, and societal aspects”. The event is part of the European-funded project ”Enhancing analytical and administrative capacity to implement the resilience dimension in the functioning of central public institutions (REZILIENT)”, of the Euro-Atlantic Resilience Center in partnership with the Prime Minister’s Chancellery and Alexandru Ioan Cuza University in Iași.
The experts from the three partner institutions presented an analysis of European and national policies and measures concerning the operationalisation of institutional resilience and societal governance. They emphasized the importance of public officials understanding the concept of resilience for the effective strengthening of capacities within central public institutions. The focus was on the necessity of comprehending resilience and its implications to enhance the efficiency of public institutions.
Simultaneously, decision-makers, public administration representatives, experts from academia, members of civil society, and business community representatives engaged in discussions about practical experiences in applying legislation related to resilience. They also provided recommendations for future policy formulations in the field. The proposed ideas included the development of an implementation plan as well as a monitoring mechanism.
The conclusions of the discussion are set to be used in the upcoming phases of the project through the creation of a set of national standards, methodologies, and indicators for assessing the level of institutional resilience and societal governance.
