ENNHRI Working Group on Artificial Intelligence

On March 1st, 2023, Romanian Institute for Human Rights participated in the ENNHRI Working Group on Artificial Intelligence. This recently established group aims to analyse the main challenges related to artificial intelligence and digitalisation at the regional level. At the same time, it serves as a space for discussions regarding the development of instruments at the European Union and Council of Europe levels, as well as a platform for sharing best practices.

During the meeting, the report from the European Union Agency for Fundamental Rights (FRA) titled “Bias in Algorithms – AI & Discrimination”, released in December 2022, was presented. FRA representatives highlighted the main problematic aspects concerning non-discrimination in the usage of Artificial Intelligence (AI) systems. Thus, it was emphasised that it is important for the data upon which such systems rely not to be biased from the outset. At the same time, regarding speech detection systems, it was reiterated that linguistic differences can lead to different interpretations.

Another important point of discussion was the ENNHRI’s participation in the drafting process of the Council of Europe’s Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law. Regarding this matter, in February of this year, national human rights institutions (including RIHR) urged states’ representatives to pay attention to provisions concerning the supervisory authority in the field of AI, as it is important for it to have sufficient resources, and the staff to possess competencies and expertise in AI technologies.
